Michelle R. Miller

Clerk & Comptroller

Clerk of the Circuit Court & Comptroller Michelle R. Miller is one of five constitutional officers directly elected by St. Lucie County citizens. She was sworn in as the 11th St. Lucie County Clerk of Court on January 5, 2021, beginning her four-year term. Clerk Miller derives her responsibility and authority from constitutional and statutory provisions. She is responsible for safeguarding all public records and public funds.


Under Clerk Miller, the office has made a commitment to complete transparency and community involvement. After taking the first step to extend hours to serve the public, she has made it her mission to streamline internal processes, eliminate wasteful practices, and expand the awareness of services. The Clerk’s office belongs to the people of St. Lucie County, and Clerk Miller is immensely proud to be a custodian of this public trust.

Tanya Green

Chief Operating Officer

Tanya has had the pleasure of serving five Clerks during her 29-year tenure with the Clerk’s office. In her eight years as a Programmer, nine years as Technology Manager, and 12 years as Director of Information Technology, Tanya gained in-depth knowledge in every department and system in the Clerk’s office. She created St. Lucie County Clerk’s first client/server systems used in Jury, Tax Deeds, and Official Records and also wrote the program the Clerk’s office currently uses to process felony cases in court. As Chief Operating Officer, Tanya is responsible for court, official records, information technology, customer service, and administrative operations.

Jose Clavijo

Director of Information Technology

Jose has 26 years of service with the Clerk’s office. He is responsible for all technologies including servers and desktop computers, court case maintenance systems (containing criminal, civil, family, juvenile, and traffic court’s data and documents), official and land records system, public search and informational websites and systems, access levels to court’s data and documents, and disaster recovery of records.

Brendan Counihan

Human Resources Director

Brendan joined the Clerk's office in 2021 as the Human Resources Manager. In his role, he is responsible for policies and procedures, benefits administration, classification and compensation, professional development, wellness and special programs, retention, and engagement. Brendan is a Society for Human Resource Management Certified Professional (SHRM-CP) and graduated from Arizona State University with a Bachelor’s of Science in Political Science.

Donna Follmer

Director of Compliance

Donna joined the Clerk’s office as the Director of Compliance in 2024 after an extensive career as a local trial lawyer. She brings her years of experience practicing law to help ensure that all Clerk operations and processes are compliant with Federal, State and Local laws and Administrative Orders. Her goal is to work with each department to ensure that the Clerk’s office continues to provide efficient and effective service to the citizens of St. Lucie County. Donna obtained her Bachelor’s Degree in Music Education from the University of Florida in 1991 and her Juris Doctor from the Frederick G. Levin College of Law, University of Florida in 1999. She has proudly served on the Board of Directors for multiple local nonprofit organizations.

Kimberly Warren

Director of Finance

Kimberly embarked on her career in the Finance Department at the Clerk’s Office in January 2024, bringing nearly a decade of experience in various government financial roles. She holds a Master’s degree in Accounting and Financial Management and is highly credentialed, with certifications from the Government Finance Officers’ Association (GFOA) Leadership Academy, the Virginia Government Finance Officers’ Association, and in Utility Management. Kimberly has also successfully completed four out of seven GFOA Certified Public Finance Officers exams, specializing in Accounting and Financial Reporting, Compensation and Benefits, Procurement, and Risk Assessment.


As the Finance Director, Kimberly oversees all fiscal and accounting operations, providing direct supervision to professional and clerical finance staff. Her extensive financial responsibilities include planning, organizing, and supervising the Finance Department's activities, which encompass debt management, investments, adherence to GAAP and GAAFR standards, internal controls, payroll, and the Annual Comprehensive Financial Report.

Cheryl Boltz

Account Payables Manager

Cheryl began her career in the Finance Department at the Clerk’s office in 2009 and was promoted to Manager of Accounts Payable in 2021. She is responsible for processing all payments to the vendors of the St. Lucie County Board of County Commissioners and was instrumental in the implementation of the Credit Card revenue sharing program.

Mike Brockway

Clerk Finance Accounting Manager

Mike Brockway joined the Clerk’s Office in 2021 and is the current Clerk Finance Accounting Manager. He has a Bachelor of Science in Business Administration with an Accounting Major from Saint Joseph’s University..

Clarence Brown

Records and Administration Project Manager

Clarence joined the Clerk’s office in 2023. He has 18 years of experience in operations management, consulting, quality & training management, and software documentation. He currently holds a Bachelor of Science Degree in Business Administration, Post Graduate certificate in Project Management and Lean Six Sigma Yellow Belt. He is responsible for managing the Performance Management, Digital Imaging and Research teams as well as developing training and quality initiatives for the clerk’s office.

Edna Dandridge

Recording Manager

Edna has more than 34 years of service with the Clerk's office. As Recording Manager, she oversees the recording of the county’s official records, issuing marriage licenses, conducting marriage ceremonies, and processing U.S. passport applications. Official records include mortgages, deeds, satisfactions, plats, certificates of title, lis pendens, judgments, death certificates, military discharges, and more. Edna previously worked in the Civil and Family Law section of the Brevard County Clerk's office for 2.5 years.

Kelly Fox

Payment Center Manager

Kelly is a Fort Pierce native and has 22 years of experience with the Clerk’s office. As Payment Center Manager, she is responsible for facilitating the operations of the Payment Center department, which collects payments for fines, fees, and court costs. She also creates and monitors reports to ensure efficiency of staff, progression of cases, and state guidelines are met.

Rosio Garcia

Criminal Administrative Manager

Rosio started as a Filing Clerk over 18 years ago. Before becoming the Criminal Administration Manager, she was the Head Criminal Clerk. As the Criminal Administration Manager, she is responsible for overseeing the daily operations of the in-office Criminal procedures and day-to-day tasks, which include processing all criminal arrests, warrants, orders, and paperwork e-filed by attorneys and pro se filers.

Eric Golden

Information Technology Manager

Eric began his career at the Clerk's office in 2019 in the IT department as a Server Administrator after graduating from the University of Central Florida with a Bachelor's of Science in Information Technology in 2018. He is responsible for implementing and maintaining new and current technologies including hardware, software, cybersecurity, cloud, and A.I. (artificial intelligence).

Edna Lopez

Circuit Civil And Juvenile Manager

Edna has been with the Clerk’s office since 2013. She first began working as a Record Clerk in Family Relations before transferring to the Juvenile Department where she became the manager in January 2017. As the Juvenile Manager, she is responsible for managing the daily operations of the department and ensuring all state guidelines are being met. Edna has a bachelor’s degree in business administration and has taken courses towards her MBA. Edna is also an adjunct instructor at Indian River State College where she assists high school students in a college-readiness program called TRIO.

Daniela Mendoza

Jury and Administration Manager

Daniela began her career at the Clerk’s office in 2019, starting in the Mailroom as part of the Jury/Auxiliary team. Eighteen months later, she transitioned to Administration, paving the way for her role as Clerk Miller’s Executive Aide at the beginning of her term. In May 2024, Daniela took on the additional responsibility of Jury Manager while maintaining her Executive Aide position. In this capacity, she oversees and manages the functions of the Jury Department. Her duties include summoning jurors, ensuring the impartial and efficient selection of jury panels, maintaining juror records, and providing crucial assistance to Judges and Attorneys.

Nicole Moreno

Clerk Finance Accounting Manager

Nicole Moreno joined the Clerk’s office in 2021. Nicole is the Accounting Manager for the Board of County Commissioners side of Finance. Nicole is responsible for accounts receivable, payroll, and multiple accounting functions. She has a bachelor’s in accounting from IRSC and a Masters in Forensic Accounting from SNHU and is currently studying for her CPA.

Lesley Norman

Criminal Operations Manager

Lesley has been with the Clerk’s office for over 17 years. Originally starting as a County Court Clerk, she soon moved to Circuit Court before becoming the Assistant Manager of Criminal in 2015. In her current role as Criminal Operations Manager, she is responsible for overseeing the court side of Criminal's responsibilities, which include documenting case outcomes in court, maintaining evidence for cases, and providing assistance to judges.

Licia Peterman

Family Manager

Licia first joined the Clerk’s office in 2002 in the child support division. In 2009, she became the administrative assistant for Performance Management, where she assisted with state compliance and reporting and maintained the e-Filing portal system. In 2018, she became the Family Manager, which is responsible for maintaining and updating records for all family and child support cases.

Alysia Watkins

Performance Management Manager

Alysia has over 15 years of human resource, finance, and administrative experience. She started her career with the Clerk's office as a court clerk in June 2014. She oversees the St. Lucie West branch office, which assists with all aspects of civil traffic, small claims, and county civil, including residential and commercial evictions. Additionally, this branch office provides services for passports, marriage licenses, and recording in the county’s official record. Before joining the Clerk's office, Alysia served in the United States Navy in various supervisory roles.
